    In a strategic leadership consolidation within India’s railway infrastructure sector, Saleem Ahmad officially took over the additional charge as Chairman and Managing Director (CMD) of IRCON International Limited on July 1, 2026.

    Ahmad, who is currently serving as the CMD of Rail Vikas Nigam Limited (RVNL), was assigned the extra responsibility by the Ministry of Railways. The appointment follows the superannuation and retirement of the incumbent IRCON CMD, Hari Mohan Gupta, on June 30, 2026.

    Key Terms of the Appointment

    The Ministry of Railways has put this interim leadership structure in place to guarantee structural continuity and a smooth transition period across its major public sector undertakings (PSUs).

    • Tenure: Ahmad will hold the additional post for a period of up to one year, or until a regular incumbent is appointed, or until further orders—whichever comes earliest.

    • Corporate Designation: IRCON’s board has officially approved the appointment, designating Ahmad as the company’s Chief Executive Officer (CEO) and Key Managerial Personnel (KMP) in compliance with SEBI guidelines and the Companies Act.

    • Dual Oversight: With this move, Ahmad will simultaneously spearhead RVNL and IRCON, two of India’s most critical, market-listed railway construction and transport infrastructure organizations.

    Core Focus Areas Set for IRCON

    Immediately upon assuming office at IRCON’s corporate headquarters in New Delhi, Ahmad held high-level review meetings with the Board of Directors, departmental senior management, and the core financial team.

    In his first address, the newly appointed CMD outlined a strict, result-oriented roadmap for the Navratna CPSE, emphasizing the following operational priorities:

    Disciplined Execution: Infrastructure projects operate in highly challenging landscapes. Real-time monitoring, tight adherence to project schedules, and rapid, bold decision-making are vital to keep commitments.

    Punctuality & Turnaround: Punctuality must stretch far beyond simple office hours—it applies directly to meeting construction deadlines, prompt decision-making loops, and immediate corrective action at project sites.

    Stakeholder Synergy & Safety: Quality and safety standards remain entirely non-negotiable. Executive teams are expected to maintain close, transparent engagement with the Ministry of Railways, clients, and partners while executing strict financial prudence.

    Ahmad is a highly seasoned civil engineering alumnus of Jamia Millia Islamia University, New Delhi, possessing over 35 years of deep expertise in managing massive, multi-faceted public infrastructure programs.

    The combined leadership under Ahmad is widely expected by industry analysts to optimize collaboration, eliminate project execution redundancies, and accelerate the modern development of India’s transport connectivity networks.
