General Insurance Council Defends Fever Admission Advisory Framework

The General Insurance Council (GIC) has issued a defense of its recently introduced advisory regarding hospital admission criteria for fevers and infectious diseases.

Clarifying its position following pushback from parts of the medical fraternity, the council stated that the framework relies directly on guidelines from the Indian Council of Medical Research (ICMR) and the Ministry of Health and Family Welfare (MoHFW). The primary objective is to curb unnecessary hospitalizations and rising healthcare costs—not to override or restrict doctors’ clinical autonomy.

    Key Highlights & Rationale

    • Surging Health Claims: Health claims settled by Indian insurers reached ₹94,247.6 crore in FY 2024–25, with 66.4% processed via cashless admissions. The council noted a significant rise in claims for minor fevers, redundant diagnostic tests, and extended stays that deviate from standard medical protocol.

    • Protecting Affordability: GIC emphasized that avoidable admissions drive up overall healthcare costs and inflate health insurance premiums for policyholders.

    • Patient Safety Risks: Beyond financial costs, the council cautioned that unwarranted hospitalizations expose patients to iatrogenic risks, such as hospital-acquired infections and unnecessary medication side effects.

    • Preserving Clinical Autonomy: Doctors retain full authority to admit patients whenever clinically necessary. If a physician departs from the advisory’s recommended care pathway, they need only provide supporting clinical documentation and reasoning.

    Operational Framework & Stakeholder Feedback

    Leadership View

“Clinical autonomy remains paramount. The advisory is not a rule book but a framework for appropriate, evidence-based practice. By referencing established guidelines, we ensure that insurance coverage reinforces national health policy rather than deviating from it.”

    — S Prakash, CEO, Health Insurance Ecosystem and Strategic Partnerships, General Insurance Council
