The Assam Government will formally engage with insurance companies and Non-Banking Financial Companies (NBFCs) to push for the expeditious disposal of claims and secure a loan repayment moratorium for residents in the state’s four worst-hit districts: Sivasagar, Charaideo, Jorhat, and Golaghat.
The announcement follows a State Cabinet meeting chaired by Chief Minister Himanta Biswa Sarma, following a special State Level Bankers’ Committee (SLBC) meeting where commercial banks agreed to a six-month loan moratorium for affected borrowers.

Insurance & NBFC Meetings (August 5): The state government will convene a meeting with public and private insurance firms to set up direct claim collection drives in the four districts for damaged vehicles, livestock, and property. A parallel meeting with NBFCs will request moratorium terms similar to those granted by commercial banks.

Bank Loan Relief: A 6-month moratorium (effective July 19, 2026) has been approved by the SLBC for standard loan accounts across housing, vehicle, education, crop, MSME, and SHG categories. Loan tenures can also be extended by 1 to 7 years depending on debt type.

Collateral-Free Shopkeeper Credit: Commercial banks will disburse an additional ₹10,000 top-up into the loan accounts of small retail shop owners whose establishments were destroyed, requiring no fresh mortgage or collateral.

Interim Household Aid: Assessment of house damage will wrap up within days, paving the way for a ₹15,000 per family interim relief grant disbursed within August.
