Goldman Sachs Warns AI Investments and Soaring Government Borrowing Are Driving Global Cost of Capital Higher

The global financial landscape is undergoing a structural shift away from the era of ultra-low interest rates, driven by a powerful collision of two massive capital-absorbing forces: the unprecedented buildout of artificial intelligence (AI) infrastructure and soaring government borrowing worldwide.

According to a recent report by financial giant Goldman Sachs, public and private sectors are increasingly competing for funding pools, pushing the global cost of capital higher and reshaping borrowing dynamics across major markets.

    The Corporate AI Capital Crunch

The private sector’s relentless race to capture dominance in artificial intelligence has triggered capital expenditure levels rarely seen outside of wartime mobilizations. Major tech giants and related enterprises are funneled immense sums into data centers, semiconductor manufacturing, energy grids, and high-performance hardware, cutting deeply into corporate free cash flows.

    • Surging Capital Expenditure: Goldman Sachs noted that capital expenditures by AA-rated corporate issuers skyrocketed by 65% year-on-year in the second quarter, marking an astonishing tenth consecutive quarter of growth exceeding 35%.

    • Rewriting Debt Markets: AI-related borrowers have become dominant forces in capital markets, currently accounting for roughly 44% of total U.S. convertible bond issuance—a pool reaching $135 billion—and comprising about a quarter of total U.S. investment-grade gross supply.

    • Upward Revisions in Issuance: Driven by this insatiable demand for AI-related liquidity, Goldman Sachs has revised its full-year U.S. investment-grade gross bond issuance forecast upward by $200 billion to a staggering $2.3 trillion.

    The Public Sector Pressure Point

Simultaneously, governments across the globe are scaling up sovereign debt issuance to finance critical national infrastructure, national defense modernization, green energy transitions, and economic stimulus packages.

This heavy public borrowing coincides with structural shifts away from the near-zero and negative bond yields that defined economies like Germany and Japan as recently as 2022. As sovereign debt supplies swell to meet long-term fiscal demands, they add upward pressure to baseline interest rates, raising the cost of borrowing for everyone else.

    Implications for Investors and Equities

While corporate earnings remain resiliently supported by technology sector growth and robust commodity profits, Goldman Sachs warns that the new macroeconomic reality carries distinct risks.

A permanently higher cost of capital—coupled with any future moderation in profit growth—could leave equity valuations vulnerable and compress price-to-earnings multiples. For corporate executives and institutional investors alike, the era of cheap, boundless capital has officially closed, replaced by a disciplined environment where capital allocation efficiency and cash flow generation are paramount.
