The Foundry Turnaround: Alphabet Partners with Intel for 3 Million Custom AI Chips

Intel (INTC) received a massive vote of confidence for its specialized chip manufacturing ambitions. According to a report by The Information, Google’s parent company, Alphabet, has placed an order with Intel to manufacture more than three million custom Tensor Processing Units (TPUs) in 2028.

The blockbuster report sent shockwaves through the tech sector, causing Intel’s shares to surge over 13% in premarket trading.

The AI Chips Strategy: Shifting to Custom Silicon

For years, the market for high-end AI processing has been overwhelmingly dominated by Nvidia. However, the world’s largest tech companies (hyperscalers) are rapidly shifting toward custom, in-house silicon to reduce their reliance on external vendors, cut down long-term energy costs, and optimize specific AI workloads.

Google has long developed its own Tensor Processing Units (TPUs) for machine learning, but designing a chip is only half the battle. You still need an advanced semiconductor foundry (factory) to physically build it. While Google historically relied on Taiwan Semiconductor Manufacturing Co. (TSMC), tapping Intel for a 3-million-chip run signals a massive diversification strategy.

A Glimmer of Hope for the Intel Turnaround

This order marks a major milestone for Intel’s contract manufacturing unit (Intel Foundry Services). After facing years of execution missteps that allowed competitors like TSMC and Samsung to take the lead in bleeding-edge processing, Intel’s turnaround strategy appears to be gaining tangible commercial steam.

The Alphabet deal is not the only high-profile win for Intel’s next-generation manufacturing capabilities:

    • The Tesla Alliance: In April, Tesla CEO Elon Musk announced plans for the electric vehicle manufacturer to utilize Intel’s upcoming 14A manufacturing process to fabricate chips for its massive “Terafab” AI cluster project in Austin, Texas.

    • The Nvidia Factor: The report also revealed that Nvidia, while it has not formally placed an order yet, is actively evaluating Intel’s packaging technology. Specifically, Nvidia is assessing whether Intel can manufacture a complex processor architecture that seamlessly combines four graphics chips into a single, cohesive unit.

The Big Picture: Securing commitments from Alphabet and Tesla establishes Intel as a viable domestic alternative to TSMC for advanced AI silicon. If Intel successfully delivers on these high-volume 2028 targets, it will fundamentally reshape the geopolitics of the global semiconductor supply chain.
