In a series of high-level moves across the Asia-Pacific and EMEA insurance landscapes, both the Life Insurance Association of Malaysia (LIAM) and Liberty Specialty Markets have announced key appointments to navigate the evolving regulatory and underwriting environments of 2026.

    1. LIAM Sets New 2026/2027 Leadership

Following its 52nd annual general meeting on March 31, 2026, LIAM has finalized its management committee, placing veteran industry leaders at the helm of Malaysia’s life insurance sector.

    New Executive Appointments

    • President: Pauline Teoh (CEO of Zurich Life Insurance Malaysia). Teoh brings over 25 years of experience in actuarial science and digital transformation to the role.

    • Vice President: Vibha Coburn (CEO of Manulife Insurance Berhad). Re-elected for another term, Coburn has a 30-year track record across banking and insurance in Australia, Europe, and Asia.

    • New Committee Member: Wan Saifulrizal Wan Ismail (CEO of AmMetLife) joins the leadership team.

Strategic Focus: Protection Gaps and Healthcare Costs

CEO Mark O’Dell outlined the association’s 2026 roadmap, which prioritizes:

    • The RESET Agenda: Supporting the government’s basic Medical and Health Insurance/Takaful (MHIT) plans to bridge protection gaps.

    • Healthcare Inflation: Advocating for a “whole-of-nation” approach to curb rising medical costs, including the adoption of Diagnosis-Related Group (DRG) pricing mechanisms.

    • Financial Literacy: Expanding outreach to underserved segments to lift Malaysia’s insurance penetration rate.

    2. Liberty Specialty Markets Bolsters Delegated Authority

Effective April 7, 2026, Liberty Specialty Markets (a unit of Liberty Mutual) has appointed Winsee Cheung as Divisional Director of its Delegated Authority Practice for the UK and MENA regions.

    Key Details of the Move:

    • Role: Cheung joins the underwriting leadership team, reporting to Henry Nelson, Chief Underwriting Officer (UK & MENA).

    • Background: She brings 25 years of experience, joining from Marsh, where she specialized in portfolio-based solutions.

    • Mandate: She will oversee underwriting standards and portfolio management, supporting Liberty’s “integrated business unit” model that merges underwriting with delivery functions.

    Summary of Key Moves

    Organization Appointee Position Region
    LIAM Pauline Teoh President Malaysia
LIAM Vibha Coburn Vice President Malaysia
Liberty Specialty Markets Winsee Cheung Divisional Director UK & MENA

These appointments come at a critical time as the industry balances the need for digital innovation with the rising pressure of medical cost inflation and global geopolitical volatility.
